Legal basis and activities
EURL (European Union Reference Laboratory )-Salmonella was established in 1992 according to the EU (Europese unie) Directive 92/117/EC. This Directive concerned measures for protection against specified zoonoses and specified zoonotic agents in animals and products of animal origin so as to prevent outbreaks of food-borne infections and intoxications. In 2003, this Directive was replaced by Directive 2003/99/EC on the monitoring of zoonoses and zoonotic agents and by Regulation (EC) 2160/2003 on the control of Salmonella and other specified food-borne zoonotic agents. From 2006 to 2017, Regulation (EC) 882/2004 has formed the legal basis for the EURL. This latter regulation was replaced by Regulation (EU) 2017/625 in 2017.
The responsibilities and tasks of the European Union Reference Laboratories as listed in Article 94 of Regulation (EU) 2017/625 are summarised in the following major activities:
• To ensure availability and use of high quality methods and to ensure high quality performance by NRLs (National Reference Laboratories
);
• To provide scientific and technical assistance to NRLs;
• To provide scientific and technical assistance to the European Commission and other organisations.
